2018年12月1日，應美國的要求，華為的江家白手套任正非的女兒、華為副總孟晚舟在加拿大被捕，美加有引渡條約。同一天，偷竊美國最新科技給中共的美籍華人科技間諜張首晟被江澤民黨羽派人滅口，原因是怕他當孟晚舟案的證人。在此之前，55歲的張首晟已經被FBI約談了幾次，他已經暴露，那麼就只有兩條路可走，一條是自殺他殺，一條是拋棄家人，逃到中國大陸。
去年年底美國司法部起訴了10名中共間諜，利用網絡盜取美國航天技朮。 司法部又將起訴另一堆中共經濟間諜和盜竊美國知識產權者。 美國司法部聲稱，這只是剛剛開始，法網已經張開。作惡者將無處藏身。
谜底揭开：加拿大北电倒闭和华为有关 《国民邮报》的记者采访了渥太华大学商业教授乔纳森·卡洛夫（Jonathan Carof）。这位教授一直在从事电讯市场的研究，包括为什么加拿大的电信巨头北方电讯公司在10年前轰然倒塌。2005年，华为赢得英国电信庞大的21Century网络项目的一部分，同时北电和英国同行马可尼被排除；从那开始之后几年内，这两个公司就都消失了。

窃取北电商业秘密的最无耻行为是在其它国家出现的。2004年春季，一名北电在英国的员工注意到他存储在该公司“ LiveLink”数据库中的商业谈判文档已被加拿大的一位高级主管下载。而这位负责网络的主管布莱恩·麦克法登在收到电子邮件询问时，根本不知道发生了什么。与此同时，北电在世界多个办公室的电脑系统也受到入侵。黑客利用高管的名义窃取了数十份文件。

加拿大女王大学计算机教授戴维·斯基里康（David Skillicorn）也认为，很多人至今仍然怀疑北电曾经的辉煌不该那么快结束，而是被无耻地偷空了。被竞争对手偷走技术是摧毁一家已经陷入困境公司的最后那根稻草。

海湾战争后，中共感到在国防技术上和美国差距非常大，便加大力气，试图在超限战、核武器、潜艇、情报、生化武器等方面寻找非对称优势。
生化武器方面中共广泛研究过化学武器、细菌武器、病毒武器、基因武器。其中数支团队长年攻坚病毒，包括中国两所公开的P4病毒研究所:中国科学院武汉病毒研究所、中国农业科学院哈尔滨兽医研究所。
有趣的是，哈尔滨兽医研究所，和日本731细菌部队的基地，都在哈尔滨平房区，相距不过两三公里。中共继承了日军禽兽细菌部队部分设备，开办了自己的细菌研究所，现在则主要是病毒研究。中共研究病毒武器，主要假想敌就是美国。武器级病毒，一旦秘密地，不露痕迹地散布在敌国，轻则一场瘟疫，一场大规模社会混乱，经济倒退；重则大量人口死亡、病伤，甚至因之灭国。而如果在军营传播，后果也是不堪设想。
这种武器的危害性、隐蔽性、使用便利性，大大超过核武器和化学武器，是一种绝佳的非对称武器，可令弱国面对强国赢得巨大非对称优势。
中共当年刚建政时，参考前苏联的科研和教学体制设立了中国科学院，专门进行科研活动，不涉及教学；而大学主要负责教学，很少进行科研活动。1999年，中科院为了向中共中央申请大笔的科研经费，搞了一个“知识创新工程”。在该工程的申请报告中，中科院和所属各研究所的负责人都特别强调，中科院曾经为中共的国防建设立下过汗马功劳，如两弹一星等工程都是在中科院的参与下完成的，并且保证拿到经费后也要积极参与国防建设等。因此，中科院武汉病毒所参与开发生物武器是肯定的。军方虽然也有专门的研究机构，但基础研究都是在中科院做，有军事应用前景的、或成形的东西才交给军方的研究机构。
2003年，中共指派中国科学院于向法国政府提出请求，希望帮助建设p4级病毒实验室。2004年在时任法国总统希拉克访华之际，双方签署了援建p4病毒实验室的合作协议。也是在那次法国总统访华之际，中国航空器材进出口集团公司与法国空中客车公司签署了总价百亿的，150架空客飞机订购协议。
法中援建p4实验室协议包括，中国p4病毒实验室不能进行具攻击性的病毒技术活动（即：禁止进行研究、制造生化武器），由法国提供设计图纸并负责该实验室的兴建工程，中方还承诺只兴建一座P4病毒实验室。
在接下来的时间里，中共方面并未信守该协议，或许因此埋下了新型冠状病毒疫情大爆发的祸根。在施工过程中，中共违约让军方负责P4实验室工程，其目的引外界质疑。法广称，法国对外安全总局指，法国里昂的一家建筑设计所RTV原定负责该实验室的工程，但2005年中国官方选择武汉当地设计所IPPR负责工程。而根据法国安全部门的调查，IPPR设计所与中国军队下属部门有密切关联，这些部门早已是美国中央情报部门的监督目标。原中国红十字会项目高管李原披露，武汉p4实验室由与军方关系密切的公司负责兴建工程，在兴建之初就存在不让援建方法国知道的内容。

据法广消息，法国官员表示，中方在十多年的合作过程中多次违背承诺，比如说，中方当初承诺仅仅在武汉修建唯一的一个实验室，而今天发现，中方已经修建了多个实验室，而且某些实验室十分可疑。不仅偷偷造出复制品，中共还擅自修改了P4实验室的原始图纸，破坏了回收病毒的——“黑洞系统”。
依照国际先例，P4病毒实验室的结构是层层圆圈式、层层负压结构，实验病毒处在最中心、气压最低的位置，此种设计可让不慎泄漏的病毒最终回收到中心处，使整个实验室形成一个“黑洞”式结构，以防止病毒外泄。但这种“黑洞”结构，在武汉p4实验室施工时可能遭到破坏。
中科院上海生命科学研究院知情人士Q先生2月7日向《燕铭时评》证实，江泽民1989年六四上台以后，其子江绵恒进入中科院系统，负责全院高技术研究所的研究与发展工作；江绵恒主导改组成立中科上海生命科学研究院（上海生科院），建立由中科院、上海生科院、上海高校、上海医院、及军队医院、研究所联合组成的上海帮生工系统利益圈，操控生物领域重大研究项目的立项及巨额经费划拨，在医疗生物科技领域形成上海帮政商利益团体；而舒红兵是上海帮生工系统利益圈中重要一员，被江绵恒安插到武汉大学，间接掌控中科院武汉病毒研究所这一涉及军工生化武器的重要地盘。

1月21日，中科院上海研究员在《中国科学：生命科学》英文版上发表论文指武汉“新型冠状病毒”是通过S蛋白与人体血管紧张素转化酶2（ACE2）相结合的分子机制，来感染人的呼吸道上皮细胞。
早在2015年，武汉病毒研究所专家石正丽和葛行义就参与制造了一种杂交冠状病毒，将SARS冠状病毒和一种蝙蝠冠状病毒进行工程化改造，使其具备了与ACE2相结合的能力，从而可感染人的呼吸道细胞。该结果当时发表在权威学术杂志《自然（Nature）》上，引起巨大争议。
据报，将不感染人的蝙蝠冠状病毒改造出传染人的能力，正是石正丽团队研究方向。疑武汉“新型冠状病毒”或来自武汉病毒所生物武器研发。

普拉莫博士本人又是全球艾滋病毒的權威，在回到加拿大擔任NML實驗室總監之前，他在非洲肯尼亞居住將近20年，潛心研究艾滋病毒（HIV）的傳播和開發抑制病毒的疫苗。
2013年5月4日，普拉莫博士收到了國際同行、荷蘭鹿特丹伊拉斯姆斯醫學中心（Erasmus Medical Center）首席病毒學家羅恩．福奇耶（Ron Fouchier）寄給他的一個冠狀病毒樣本，而福奇耶實際上是從埃及病毒學家阿里．穆罕默德．扎基博士（Dr. Ali Mohamed Zaki）得到的這個病毒。這個病毒是扎基博士從一位沙特病人的肺部發現並分離出來的，該病人在出現肺部感染後十幾天離世。扎基博士在這個沙特病人身上發現的是一種從未見過冠狀病毒，因而他決定寄給荷蘭病毒學家福奇耶做進一步研究。荷蘭方附加一個嚴格條件，要求NML實驗室不得將該病毒以任何形式分享給其它國家的科學家，其中一個重要的原因是擔心病毒一旦落入壞人之手會造成災難。
2019年7月19日，NML實驗室華裔病毒學家邱香果被從實驗室帶走，同時被帶走的還有他的丈夫華裔生物學家鄭克定和多名從中國招收的學生。NML實驗室中止了邱的工作，同時加拿大曼尼巴托大學將其除名。

媒體報導，NML實驗室採取這一行動原因是加拿大情報機構發現邱香果在2019年3月從NML實驗室寄出一批極毒的病毒，最終抵達中國。加拿大情報機構調查發現邱香果早在2014年就把自己在NML實驗室研究的病毒如Machupo、Junin、裂谷熱、克里米亞-剛果出血熱和Hendra等，非法運往中國。
武漢P4病毒試驗室則是邱香果近年常拜訪的地方，單是2017至2018年至少去了武漢五次，加拿大官方給出的文件顯示她的旅行費用是由第三方提供，但該文件把第三方的名稱塗掉了。邱香果還幫助武漢P4病毒實驗室在2017年1月獲得了BSL4認證。普拉莫博士從荷蘭科學家那裡得到的中東新型冠狀病毒的樣本是否被邱香果給了中共？那個病毒和正在肆虐全球的武漢病毒之間有何關聯？至今都沒有答案。
